US hits out at Europe, Egypt over religious freedoms

The United States warned the world was sliding backwards on religious freedoms Monday, criticizing violence against Coptic Christians in Egypt and citing European laws banning Muslim veils.

As the State Department unveiled its first full report on religious freedoms since the start of the Arab Spring, Secretary of State Hillary Clinton said it was a "signal to the worst offenders" that the world was watching.

"New technologies have given repressive governments additional tools for cracking down on religious expression," Clinton told a US think-tank, adding that pressure was rising on some faith groups around the globe.

"When it comes to this human right -- this key feature of stable, secure, peaceful societies -- the world is sliding backward."

The 2011 International Religious Freedom Report noted that despite gestures by Egypt's interim military leaders towards greater inclusiveness, sectarian tensions and violence had increased.

It denounced "both the Egyptian government's failure to curb rising violence against Coptic Christians and its involvement in violent attacks."

Clinton, who visited Egypt earlier this month, said she had had "a very emotional, very personal conversation with Christians who are deeply anxious about what the future holds for them and their country."

She said Egypt's new leader, President Mohamed Morsi, who emerged from the Islamic Brotherhood to become the country's first democratically-elected president, had vowed in their talks "to be the president of all Egyptians."

But Christians were asking "will a government looking explicitly to greater reliance on Islamic principles stand up for non-Muslims and Muslims equally? Since this is the first time that Egypt has been in this situation.

"It's a fair question," Clinton said.

The report also signaled "a marked deterioration during 2011 in the government's respect for and protection of religious freedom in China" and it noted that religious freedom does not exist in any form in North Korea.

China and North Korea along with Myanmar are among eight countries designated by Clinton as being of particular concern for their failure to recognize religious rights.

They are accompanied by Eritrea, Iran, Saudi Arabia, Sudan and Uzbekistan.

The report also warned that European nations undergoing major demographic shifts have seen "growing xenophobia, anti-Semitism, anti-Muslim sentiment, and intolerance toward people considered 'the other.'"

It complains of a "rising number of European countries, including Belgium and France, whose laws restricting dress adversely affected Muslims and others."

Ambassador at large for religious freedom, Suzan Johnson Cook, accused some governments of limiting "the right to wear or not to wear religious attire."

"This decision should be a personal choice," she insisted to journalists when she presented the report at the State Department.

The report also documents "a global increase in anti-Semitism, manifested in Holocaust denial, glorification and relativism."

And it criticizes a law passed by the Hungarian parliament to regulate the registration of religious organizations.

"The law went into effect on January 1, 2012, reducing the number of recognized religious groups from over 300 to fewer than 32," it noted.

Belgium and France have outraged many Muslims with laws against full veils, such as the niqab worn by many women in Saudi Arabia or the Afghan burqa, which went into force last year and in some places are punishable by fines.

US President Barack Obama fiercely criticized European moves to ban the veil in a major speech to the Muslim world in Cairo in 2009.

But in Europe, where many voters feel large Muslim immigrant populations are not integrating well and that Islam poses a threat to women's rights, many see France and Belgium as leading the way on this issue.

The report also took aim at countries, such as Indonesia, Pakistan and Saudi Arabia, using blasphemy laws to "restrict religious liberty, constrain the rights of religious minorities and limit freedom of expression."

Romney comments at fundraiser outrage Palestinians

JERUSALEM (AP) ? Mitt Romney told Jewish donors Monday that their culture is part of what has allowed them to be more economically successful than the Palestinians, outraging Palestinian leaders who suggested his comments were racist and out of touch with the realities of the Middle East. His campaign later said his remarks were mischaracterized.

"As you come here and you see the GDP per capita, for instance, in Israel which is about $21,000 dollars, and compare that with the GDP per capita just across the areas managed by the Palestinian Authority, which is more like $10,000 per capita, you notice such a dramatically stark difference in economic vitality," the Republican presidential candidate told about 40 wealthy donors who ate breakfast at the luxurious King David Hotel.

Romney said some economic histories have theorized that "culture makes all the difference."

"And as I come here and I look out over this city and consider the accomplishments of the people of this nation, I recognize the power of at least culture and a few other things," Romney said, citing an innovative business climate, the Jewish history of thriving in difficult circumstances and the "hand of providence." He said similar disparity exists between neighboring countries, like Mexico and the United States.

Palestinian reaction to Romney was swift and pointed.

"It is a racist statement and this man doesn't realize that the Palestinian economy cannot reach its potential because there is an Israeli occupation," said Saeb Erekat, a senior aide to Palestinian President Mahmoud Abbas.

"It seems to me this man lacks information, knowledge, vision and understanding of this region and its people," Erekat added. "He also lacks knowledge about the Israelis themselves. I have not heard any Israeli official speak about cultural superiority."

As criticism mounted while Romney traveled to Poland, campaign spokeswoman Andrea Saul said: "His comments were grossly mischaracterized." The Republican's campaign contends Romney's comparison of countries that are close to each other and have wide income disparities ? the U.S. and Mexico, Chile and Ecuador ? shows his comments were broader than just the comparison between Israel and Palestine.

While speaking to U.S. audiences, Romney often highlights culture as a key to economic success and emphasizes the power of the American entrepreneurial spirit compared to the values of other countries. But his decision to highlight cultural differences in a region where such differences have helped fuel violence for generations raises new questions about the former businessman's diplomacy skills.

As he has at home, Romney in Jerusalem cited a book titled, "Guns, Germs and Steel," that suggests the physical characteristics of the land account for the differences in the success of the people that live there.

"And you look at Israel and you say you have a hard time suggesting that all of the natural resources on the land could account for all the accomplishment of the people here," Romney said, before citing another book, "The Wealth and Poverty of Nations," by former Harvard professor David Landes.

This book, Romney said in Jerusalem, concludes that "if you could learn anything from the economic history of the world it's this: Culture makes all the difference. Culture makes all the difference."

The economic disparity between the Israelis and the Palestinians is actually much greater than Romney stated. Israel had a per capita gross domestic product of about $31,000 in 2011, while the West Bank and Gaza had a per capita GDP of just over $1,500, according to the World Bank.

Romney, seated next to billionaire casino owner Sheldon Adelson at the head of the table, told donors that he had read books and relied on his own business experience to understand why the difference is so great.

His comparison of the two economies did not take into account the stifling effect the Israeli occupation has had on the Palestinian economy in the West Bank, Gaza Strip and east Jerusalem ? areas Israel captured in 1967 where the Palestinians hope to establish a state.

In the West Bank, Palestinians have only limited self-rule. Israel controls all border crossings in and out of the territory, and continues to restrict Palestinian trade and movement. Israel annexed east Jerusalem in 1967, but has invested much less heavily there than in Jewish west Jerusalem.

And although Israel withdrew from the Gaza Strip in 2005, it continues to control access and has enforced a crippling border blockade since the Islamic militant Hamas seized the territory in 2007.

It's true that Israel has logged tremendous achievements, said Abraham Diskin, a political science professor at the Inter-Disciplinary Center outside of Tel Aviv. But "you can understand this remark in several ways," he added. "You can say it's anti-Semitic. 'Jews and money.'"

The World Bank and the International Monetary Fund repeatedly have said that the Palestinian economy can only grow if Israel lifts those restrictions.

"It's Israeli occupiers and Palestinians under occupation, and that's why Palestinians cannot realize their potential," Erekat said.

The breakfast with top donors ? including Adelson, New York Jets owner Woody Johnson and hedge fund manager Paul Singer ? concluded Romney's visit to Israel, the second leg of a three-nation overseas tour designed to bolster his foreign policy credentials.

Standing on Israeli soil for the first time as the GOP's presumptive presidential nominee, Romney on Sunday declared Jerusalem to be the capital of Israel and said the U.S. has promised never to "look away from our passion and commitment to Israel."

The status of Jerusalem is a critical issue in peace talks between the Israelis and the Palestinians.

In Israel, Romney did not meet with Abbas or visit the West Bank. He met briefly with Palestinian Prime Minister Salam Fayyad.

Romney's campaign says the trip, which began in England last week, is aimed at improving the former Massachusetts governor's foreign policy experience through a series of meetings with foreign leaders. The candidate has largely avoided direct criticism of U.S. President Barack Obama while on foreign soil.

The Jerusalem fundraiser, however, was a political event that raised more than $1 million for Romney's campaign. It marks at least the second finance event during his tour. The first, in London, attracted about 250 people to a $2,500-per-person fundraiser.

Both presidential candidates have aggressively courted American donors living abroad, a practice that is legal and has been used for decades.

Romney's declaration that Jerusalem is Israel's capital was in keeping with claims made by Israeli governments for decades, even though the United States, like other nations, maintains its embassy in Tel Aviv.

His remarks on the subject during a speech drew a standing ovation from the audience, which included Adelson, the American businessman who has promised to donate more than $100 million to help defeat Obama.

Adelson was among a several donors who flew to Israel for a day of sightseeing with Romney in addition to private meetings with top Israeli officials.

Romney flew to the Middle East from Britain, where he caused a stir by questioning whether officials there were fully prepared for the Olympic Games. A stop in Poland will complete his trip.

Four years ago, Obama visited Israel as a presidential candidate, part of a five-nation trip meant to establish his own foreign policy credentials.

A goal of Romney's overseas trip is to demonstrate his confidence on the world stage, but the stop in Israel also was designed to appeal to evangelical voters at home and cut into Obama's support among Jewish voters and donors. A Gallup survey of Jewish voters released Friday showed Obama with a 68-25 edge over Romney.

Romney and other Republicans have said Obama is insufficiently supportive of Israel.

Olympic viewing: NBC critics loud on social media

NEW YORK (AP) ? In the age of social media, NBC now has millions of television critics who make their opinions known about every aspect of Olympics coverage instantly.

They've even set up their own hashtag on Twitter: (hash)nbcfail. The online complaints focused Saturday on NBC's decision to air the marquee swimming event won by American Ryan Lochte on tape delay in prime time, and Friday on the network not streaming the opening ceremony online. Sunday's critics started early: people wondering why the U.S. men's basketball team's opening game aired on a cable network while women's cycling was shown on NBC.

The conversation is so active that NBC's executive producer of the games, Jim Bell, took to Twitter to answer critics and even change the way NBC is doing something in response.

"(hash)nbcfail is filled with a lot of crying and snark and humor, but NBC can actually learn something from it," said Jeff Jarvis, a media critic who writes the Buzzmachine.com blog.

Complaints about tape delayed coverage are an evergreen with Olympics held on foreign soil. But the London Games are the first with Twitter, Facebook and other social media sites in full flower, in a mobile phone era where people carry computers that instantly deliver news in their pockets. It has amplified the impatience of viewers who want to see events on their large-screen TVs instantly and haven't been mollified by NBC's decision to stream the events live online.

James Poniewozik, Time magazine TV critic, tweeted that "NBC tape delay coverage is like the airlines: its interest is in giving you the least satisfactory service you will still come back for."

That drew a quick response from NBC's Bell: "You do know that all sports events are being streamed live right?"

"I do, indeed!" replied Poniewozik. "Have enjoyed it. Apparently a lot of folks still prefer watching it on TV."

NBC says it saves big events for prime-time airing because that is when most viewers are available to watch them and where the network makes the bulk of its advertising revenue. Since prime time on the U.S. East Coast coincides with 1 a.m. London time, there are no events to air live then. NBC representatives noted that there were 39 hours of live events Sunday on NBC and its affiliated networks.

Even as it defends its approach, NBC clearly hears those critics. One of Bell's Facebook posts highlighted coverage of Sunday's cycling race by saying it was all-caps LIVE. The network advertised its live streaming on the prime-time broadcast.

Jonathan Wald, who produces Piers Morgan's CNN talk show and used to work at NBC, tweeted that "the medal for most Olympic whining goes to everyone who complains about what happens every four years. Tape delay."

One of those complainers, in fact, was Morgan: He tweeted his disdain Friday for NBC's decision not to make the opening ceremony available live.

The advent of Twitter makes it seems as if there's a lot of unhappiness when the majority of viewers are watching NBC on tape delay and appear satisfied with it, Wald said in an interview.

NBC can point to television ratings justifying their approach. The Nielsen company said the opening ceremony drew more than 40 million people Friday, the most ever for one of those Olympic events. Saturday's first night of coverage was seen by 28.7 million, another record, beating every other first night of Olympic competition. In Beijing four years ago, 24 million watched on the corresponding night.

Jarvis said he believes NBC could satisfy fans by, for example, televising events like Lochte's race live in the afternoon and then repeating it at night. He acknowledges, though, that he's not the one who'd potentially be risking millions of dollars in advertising revenue if such a decision cut into prime-time viewing.

NBC has tried to "hold on to old media strategies in a new media world," Jarvis said. "And that's a mistake."

Some of the online complaints seem to take special glee in bashing NBC, with a few describing it like an Olympic sport of its own. Some are quite personal, like the CNN producer who tweeted Sunday: "No USA basketball in my hotel room. Why they aren't putting it on NBC's main channel is beyond me!"

Bell, in some of his back-and-forth with online critics Sunday, answered one tweeter who described herself as a St. Louis mom and complained about NBC's "Nightly News" on Saturday airing results of events that hadn't been shown on the network yet. Bell tweeted that he'd look into it, and shortly after told her that "Nightly News" would announce a "spoiler alert" to tell people to avert their eyes if they didn't want to see results.

Not everyone online is a critic. On Sunday, the U.S. Olympic sailing team tweeted that it was "by far the greatest sailing TV coverage in Olympic history."

PFT: Harbaugh's act growing a bit thin?

You can?t argue that 49ers coach Jim Harbaugh has the back of his players.

You also can?t argue that people are snickering behind the back of the second-year coach after yet another rambling diatribe.

After having previously declared Alex Smith the smartest quarterback he?s ever seen, Michael Crabtree the owner of the best hands ever, and denying the 49ers ever had interest in Peyton Manning (and you?re diabolical if you think so), it?s becoming easy to tune him out when he gets into this mode.

But the latest player to benefit from Harbaugh?s unsolicited defense is first-round pick A.J. Jenkins, who some have already declared a disappointment.

In what Matt Maiocco of CSNBayArea.com described as an ?unscheduled trip to the podium,? Harbaugh ripped the critics who ripped his rookie receiver.

?A.J Jenkins was an outstanding football player when he got here,? Harbaugh said. ?His progress has been very, very good, and exceeded expectations.

?For those ? the scribes, pundits, so-called experts ? who have gone so far as to say that he?s going to be a bust, should just stop. I recommend that because they?re making themselves look more clueless than they already did.

?I?ll go on record: A.J. is going to be an outstanding football player. So far in camp and what he?s done in the offseason has led us to believe nothing but he?ll be an outstanding football player in the National Football League.?

Harbaugh went onto say: ?And, yeah, I?m going to keep track of some of these names of so-called experts who were making these comments. And there?s going to be an ?I told you so.? I foresee that happening.?

Listen Jim, we get it. You?re there to shield your players, to make them feel loved. To make sure that if the world doesn?t believe in them, you do. And of course it?s too soon to declare a rookie a bust.

But this protest-too-much act is growing old, fast.

The Jenkins defense, like the Manning denial, was unprompted, which does nothing but make the coach look thin-skinned and reactionary, and worried too much about the voices outside his building.

As long as they win, it?ll be fine. But the moment things slow down, who knows who Harbaugh?s going to choose to lash out at.

Most of the time your B&B is going to be empty and make use of the summer season to get fully booked only to cover annual charges.
Make sure all your projected budgets allow for the range in vacancy premiums in your type of business.

US sees Israel, tight Mideast ally, as spy threat

WASHINGTON (AP) ? The CIA station chief opened the locked box containing the sensitive equipment he used from his home in Tel Aviv, Israel, to communicate with CIA headquarters in Virginia, only to find that someone had tampered with it. He sent word to his superiors about the break-in.

The incident, described by three former senior U.S. intelligence officials, might have been dismissed as just another cloak-and-dagger incident in the world of international espionage, except that the same thing had happened to the previous station chief in Israel.

It was a not-so-subtle reminder that, even in a country friendly to the United States, the CIA was itself being watched.

In a separate episode, according to another two former U.S. officials, a CIA officer in Israel came home to find the food in the refrigerator had been rearranged. In all the cases, the U.S. government believes Israel's security services were responsible.

Such meddling underscores what is widely known but rarely discussed outside intelligence circles: Despite inarguable ties between the U.S. and its closest ally in the Middle East and despite statements from U.S. politicians trumpeting the friendship, U.S. national security officials consider Israel to be, at times, a frustrating ally and a genuine counterintelligence threat.

In addition to what the former U.S. officials described as intrusions in homes in the past decade, Israel has been implicated in U.S. criminal espionage cases and disciplinary proceedings against CIA officers and blamed in the presumed death of an important spy in Syria for the CIA during the administration of President George W. Bush.

The CIA considers Israel its No. 1 counterintelligence threat in the agency's Near East Division, the group that oversees spying across the Middle East, according to current and former officials. Counterintelligence is the art of protecting national secrets from spies. This means the CIA believes that U.S. national secrets are safer from other Middle Eastern governments than from Israel.

Israel employs highly sophisticated, professional spy services that rival American agencies in technical capability and recruiting human sources. Unlike Iran or Syria, for example, Israel as a steadfast U.S. ally enjoys access to the highest levels of the U.S. government in military and intelligence circles.

The officials spoke on condition of anonymity because they weren't authorized to talk publicly about the sensitive intelligence and diplomatic issues between the two countries.

The counterintelligence worries continue even as the U.S. relationship with Israel features close cooperation on intelligence programs that reportedly included the Stuxnet computer virus that attacked computers in Iran's main nuclear enrichment facilities. While the alliance is central to the U.S. approach in the Middle East, there is room for intense disagreement, especially in the diplomatic turmoil over Iran's nuclear ambitions.

"It's a complicated relationship," said Joseph Wippl, a former senior CIA clandestine officer and head of the agency's office of congressional affairs. "They have their interests. We have our interests. For the U.S., it's a balancing act."

The way Washington characterizes its relationship with Israel is also important to the way the U.S. is regarded by the rest of the world, particularly Muslim countries.

U.S. political praise has reached a crescendo ahead of Republican presidential candidate Mitt Romney's scheduled meeting Sunday with Israeli Prime Minister Benjamin Netanyahu in Jerusalem. Their relationship spans decades, since their brief overlap in the 1970s at the Boston Consulting Group. Both worked as advisers for the firm early in their careers before Romney co-founded his own private-equity firm. Romney said in a speech this past week that Israel was "one of our fondest friends," and he criticized Obama for what he called the administration's "shabby treatment" of the Jewish state.

"The people of Israel deserve better than what they've received from the leader of the free world," Romney said in a plain appeal to U.S. Jewish and pro-Israel evangelical voters.

Obama, who last year was overheard appearing to endorse criticism of Netanyahu from then-French President Nicolas Sarkozy, has defended his work with Israel. "We've gotten a lot of business done with Israel over the last three years," Obama said this year. "I think the prime minister ? and certainly the defense minister ? would acknowledge that we've never had closer military and intelligence cooperation."

An Israeli spokesman in Washington, Lior Weintraub, said his country has close ties with the U.S. A text message Saturday from the office of Israeli Prime Minister Benjamin Netanyahu called the report "false."

"Israel's intelligence and security agencies maintain close, broad and continuous cooperation with their U.S. counterparts," Weintraub said. "They are our partners in confronting many mutual challenges. Any suggestion otherwise is baseless and contrary to the spirit and practice of the security cooperation between our two countries."

The CIA declined comment.

The tension exists on both sides.

The National Security Agency historically has kept tabs on Israel. The U.S., for instance, does not want to be caught off guard if Israel launches a surprise attack that could plunge the region into war and jeopardize oil supplies, putting American soldiers at risk.

Matthew Aid, the author of "The Secret Sentry," about the NSA, said the U.S. started spying on Israel even before the state was created in 1948. Aid said the U.S. had a station on Cyprus dedicated to spying on Israel until 1974. Today, teams of Hebrew linguists are stationed at Fort Meade, Md., at the NSA, listening to intercepts of Israeli communications, he said.

CIA policy generally forbids its officers in Tel Aviv from recruiting Israeli government sources, officials said. To do so would require approval from senior CIA leaders, two former senior officials said. During the Bush administration, the approval had to come from the White House.

Israel is not America's closest ally, at least when it comes to whom Washington trusts with the most sensitive national security information. That distinction belongs to a group of nations known informally as the "Five Eyes." Under that umbrella, the United States, Britain, Australia, Canada and New Zealand agree to share intelligence and not to spy on one another. Often, U.S. intelligence officers work directly alongside counterparts from these countries to handle highly classified information not shared with anyone else.

Israel is part of a second-tier relationship known by another informal name, "Friends on Friends." It comes from the phrase "Friends don't spy on friends," and the arrangement dates back decades. But Israel's foreign intelligence service, the Mossad, and its FBI equivalent, the Shin Bet, both considered among the best in the world, have been suspected of recruiting U.S. officials and trying to steal American secrets.

Around 2004 or 2005, the CIA fired two female officers for having unreported contact with Israelis. One of the women acknowledged during a polygraph exam that she had been in a relationship with an Israeli who worked in the Foreign Ministry, a former U.S. official said. The CIA learned the Israeli introduced the woman to his "uncle." That person worked for Shin Bet.

Jonathan Pollard, who worked for the Navy as a civilian intelligence analyst, was convicted of spying for Israel in 1987 when the Friends on Friends agreement was in effect. He was sentenced to life in prison. The Israelis for years have tried to win his release. In January 2011, Netanyahu asked Obama to free Pollard and acknowledged that Israel's actions in the case were "wrong and wholly unacceptable."

Ronald Olive, a former senior supervisor with the Naval Criminal Investigative Service who investigated Pollard, said that after the arrest, the U.S. formed a task force to determine what government records Pollard had taken. Olive said Israel turned over so few that it represented "a speck in the sand."

In the wake of Pollard, the Israelis promised not to operate intelligence agents on U.S. soil.

A former Army mechanical engineer, Ben-Ami Kadish, pleaded guilty in 2008 to passing classified secrets to the Israelis during the 1980s. His case officer was the same one who handled Pollard. Kadish let the Israelis photograph documents about nuclear weapons, a modified version of an F-15 fighter jet and the U.S. Patriot missile air defense system. Kadish, who was 85 years old when he was arrested, avoided prison and was ordered to pay a $50,000 fine. He told the judge that, "I thought I was helping the state of Israel without harming the United States."

In 2006, a former Defense Department analyst was sentenced to more than 12 years in prison for giving classified information to an Israeli diplomat and two pro-Israel lobbyists.

Despite the Pollard case and others, Olive said he believes the two countries need to maintain close ties "but do we still have to be vigilant? Absolutely. The Israelis are good at what they do."

During the Bush administration, the CIA ranked some of the world's intelligence agencies in order of their willingness to help in the U.S.-led fight against terrorism. One former U.S. intelligence official who saw the completed list said Israel, which hadn't been directly targeted in attacks by al-Qaida, fell below Libya, which recently had agreed to abandon its nuclear weapons program.

The espionage incidents have done little to slow the billions of dollars in money and weapons from the United States to Israel. Since Pollard's arrest, Israel has received more than $60 billion in U.S. aid, mostly in the form of military assistance, according to the Congressional Research Service. The U.S. has supplied Israel with Patriot missiles, helped pay for an anti-missile defense program and provided sensitive radar equipment to track Iranian missile threats.

Just on Friday, Obama said he was releasing an additional $70 million in military aid, a previously announced move that appeared timed to upstage Romney's trip, and he spoke of America's "unshakable commitment to Israel." The money will go to help Israel expand production of a short-range rocket defense system.

Some CIA officials still bristle over the disappearance of a Syrian scientist who during the Bush administration was the CIA's only spy inside Syria's military program to develop chemical and biological weapons. The scientist was providing the agency with extraordinary information about pathogens used in the program, former U.S. officials said about the previously unknown intelligence operation.

At the time, there was pressure to share information about weapons of mass destruction, and the CIA provided its intelligence to Israel. A former official with direct knowledge of the case said details about Syria's program were published in the media. Although the CIA never formally concluded that Israel was responsible, CIA officials complained to Israel about their belief that Israelis were leaking the information to pressure Syria to abandon the program. The Syrians pieced together who had access to the sensitive information and eventually identified the scientist as a traitor.

Before he disappeared and was presumed killed, the scientist told his CIA handler that Syrian Military Intelligence was focusing on him.

Kenya police: Venezuelan envoy killed

NAIROBI, Kenya (AP) ? The acting Venezuelan envoy to Kenya was found dead at her official residence in Nairobi, and police said Friday she was murdered by strangulation.

Nairobi police chief Anthony Kibuchi said that the diplomat killed has been identified as Olga Fonseca Jimenez, the charge d'affaires and acting ambassador of Venezuela in Kenya.

Kenya's Ministry of Foreign Affairs said Fonseca reported to the Embassy in Nairobi on July 15 to replace Ambassador Gerardo Carillo-Silva.

A Venezuelan Foreign Ministry official said there was no immediate comment on the matter.

Kibuchi said investigations into the death had begun and police had questioned two staff members at the residence.

Fonseca arrived in Kenya in July to replace Carrillo-Silva, who had fled the country after three male workers at the ambassador's residence filed a complaint with the police accusing him of sexual harassment, a lawyer representing the workers said.

Ngure Mbugua said he started representing the workers after police did not act against the complaints. He said he pressed Kenya's Ministry of Foreign Affairs to ask the Venezuelan government to waiver the diplomat's immunity against prosecution so that the envoy could be arrested and charged in Kenya or Venezuela.

Mbugua said Carrillo-Silva fled before the process was complete.

He said after her arrival the workers told him that Fonseca demanded that the workers withdraw their sexual abuse complaints against her predecessor.

Mbugua said that on Tuesday Fonseca called for a meeting between him and her lawyer in which she insisted that she would fire the workers who lodged the complaints because of insubordination.

Mbugua said Fonseca's lawyer, Njeri Mucheru-Oyatta, advised her against firing the workers because they have contracts. Fonseca then said she would consult with the foreign ministry in Caracas, Mbugua said.

Mucheru-Oyatta confirmed their meeting and said in the early stages of the investigation it was impossible to tell the motives behind her murder.

Mbugua said the workers he was representing were recording statements with the police over Fonseca's death.

LONDON?On day three of his overseas tour, Mitt Romney woke up to unfriendly headlines from the British media, who continue to trash him for telling NBC News that he found preparations for the Olympics here "disconcerting."

"Mitt the Twit," declared The Sun tabloid, trashing Romney as a "wannabe president."

The Independent headlined their take on Romney's trip, "Romneyshambles"?accusing him of not only committing a diplomatic gaffe but later "the cardinal sin of U.S. politics, flip-flopping" on his criticism.

The Daily Telegraph suggested Romney's "Olympic gaffe" had overshadowed his trip to London.

Meanwhile, the conservative Daily Mail slammed Romney as "devoid of charm, offensive and a wazzock."

Romney's comments led newscasts on both Sky News and the BBC on Thursday night and early Friday morning, just hours ahead of the Olympic opening ceremonies here.

"Is this guy really prepared to be president?" one Sky News reporter asked in his Thursday night report about Romney's day in London. The reporter trashed the GOP candidate's comments as "just daft."

Romney has repeatedly tried to dial back on his criticism, first in a news conference Thursday outside 10 Downing Street, where he had met with British Prime Minister David Cameron?who had been publicly critical of Romney's remarks earlier in the day.

In an interview with CNN's Piers Morgan Thursday night, Romney again tried to contain the controversy, telling the CNN host he believes the London games will be successful.

I mean I've done the same thing everybody else did. I watched the games on TV. But to actually be here and to experience not just the athletes but also the volunteers who are working hard and excited, and then the whole community comes together? It's fabulous."

Citing the "enthusiasm" of the people in London, Romney added, "I think you are going to see terrific games that will be long time in our memories."

Worries about future pummel Zynga shares

(AP) ? Zynga investors are not playing games.

After Zynga's dismal second-quarter earnings report and still dimmer outlook, shares plummeted nearly 40 percent. At least seven analysts downgraded the online games maker and several raised questions about its long-term relevance.

Zynga Inc. cut its full-year guidance sharply Wednesday after reporting a loss and revenue below Wall Street's expectations. Though both user numbers and revenue increased, analysts were expecting much more.

In turn, Goldman Sachs and others downgraded the stock and lowered their target prices.

Problems are myriad for the maker of "FarmVille" and other Facebook games. The company's bleak outlook was due to the sharp drop-off of users of Zynga's most profitable games, delays in developing new games, the growing pull of Facebook's mobile app and because Facebook has changed the way it promotes games, said Goldman's Heath Terry. He cut Zynga to "Neutral" from "Buy."

Zynga's mobile games, such as "Words With Friends," are popular but don't make as much money as the Facebook versions. And Facebook makes up nearly all of Zynga's revenue.

Facebook Inc. recently changed the way it recommends applications to users in a way that favors newer games rather than older ones such as Zynga's "FarmVille." But Cowen analyst Doug Creutz thinks the weak report isn't just about Facebook's changes.

"We are skeptical that Zynga's (paying) player bases on titles like 'FarmVille' and 'CityVille,' which have been around for years, simply forgot to play without proper prompting via their news feed," he wrote in a note to investors. Rather, he said, he thinks users are shifting from PC-based social games to mobile gaming.

"We think this shift is likely permanent and ongoing, threatening Zynga's largest business segment," he said, keeping his "Neutral" rating.

A few analysts remained positive. Baird analyst Colin Sebastian called the quarter a "big reset of expectations" for investors, and the stock will suffer. But he still believes that over the long term, Zynga will benefit from the growing market for social and mobile games. He kept an "Outperform" rating on Zynga's stock but lowered his target price to $6 from $13.

Zynga's stock fell $1.90, or 37.5 percent, to close at $3.18 Thursday. That's its lowest level since Zynga went public in December and nearly 70 percent off its IPO price of $10.

Zynga's bad news dragged Facebook's stock lower too. Shares of the online social networking company dropped $2.50, or 8.5 percent, to $26.84 before Facebook reported its second-quarter earnings, its first as a public company. In 2011, 11 percent of Facebook's revenue came from Zynga.

Tajikistan adopts heavy tactics to quell warlords

DUSHANBE, Tajikistan (AP) ? Officially, at least, Tolib Ayombekov is a low-ranking security officer along Tajikistan's border with Afghanistan. But these days he's better known as a warlord leading a dangerous band of armed men.

Ayombekov, whose forces clashed with government troops this week ? a battle that killed more than 40 ? typifies the shadowy figures that have tormented authorities in Tajikistan, a country whose obscurity and poverty belie its strategic significance.

Battles with groups such as Ayombekov's threaten the stability of a country that is important to U.S.-led military operations in Afghanistan and that is a main transit route for opium destined for Russia and Western Europe. Observers also worry that an eruption of sustained violence in Tajikistan could trigger unrest in neighboring Kyrgyzstan and Uzbekistan, which also are key countries in the Afghan campaign as routes for military supply and withdrawal.

Tajikistan's security woes date back to the 1991 breakup of the Soviet Union, when rival political groups jockeyed for power in violent street conflicts that burst into full-fledged civil war in 1992. More than 60,000 people are estimated to have been killed before an uneasy peace deal was reached in 1997.

Under the U.N.-brokered deal, 30 percent of government posts were to be allocated to members of the United Tajik Opposition, an eclectic alliance that brought together Islamists, nationalists and democrats.

Since then, authoritarian President Emomali Rakhmon's government has diluted the terms of the agreement, pushing UTO members out of state positions and bolstering control over regions. Rakhmon's two decade-long rule has been marked by persistent violations of democratic standards and suppression of political opposition.

Ayombekov, 46, was a rebel leader during the civil war and was later appointed a commander of the border police on a section of Tajikistan's 1,200-kilometer (750-mile) frontier with Afghanistan. But observers say he and his forces exert strong informal influence over his native Gorno-Badakhshan region, where deeply impoverished villages nestle among some of the world's highest mountains.

The warlord culture is extensive in Tajikistan, reflecting how local loyalties trump trust of the government and the desire of impoverished men to find income outside legal means.

Authorities accuse Ayombekov, the suspected ringleader of a tobacco-running operation, of being behind last week's murder of Abdullo Nazarov, a general in Tajikistan's national intelligence service. Although only Ayombekov and three others are being sought for the killing, hundreds of troops have reportedly poured into Khorog, the capital of Gorno-Badakhshan, to hunt them down.

Speaking with The Associated Press by telephone before fighting broke out, Ayombekov said the security operation was aimed purely at rounding up former civil war commanders. He denied having anything to do with Nazarov's death.

Rakhmatillo Zoirov, who leads the opposition National Social Democratic Party, said he did not believe the government account of events that led up to this week's clashes.

"The military operation in Khorog was nothing other than a decision by the authorities to once and for all get rid of Badakhshan's informal leaders ? the former field commanders and fighters in the United Tajik Opposition," Zoirov said.

Eliminating former armed opposition leaders, many of whom are suspected radical Islamists, has emerged as a recurring policy in the government's strategy to take the whole country back.

In 2009, under the guise of a drug eradication drive, the army launched a military operation in the Rasht district, once a UTO stronghold, that culminated in the capture of several foreign fighters and the killing of former opposition commander Mirzo Ziyoyev.

Another influential Rasht-based ex-warlord, Mirzokhodzha Akhmadov, later managed to defy government efforts to capture him and surprised many by brokering a murky deal with the authorities that has guaranteed his continued freedom.

Tajikistan's presence in a dangerous neighborhood makes the prospect of continued unrest an alarming one.

Russian analysts closely follow events in the former Soviet state, which is currently embroiled in tense negotiations over a military base lease with Moscow, and have been predicting a possible downward spiral of instability across Central Asia after the U.S. withdrawal from Afghanistan starting in 2014.

Vladimir Zarikhin, deputy director of the Moscow-based CIS Institute, said it was incumbent on President Rakhmon to gain effective control over Gorno-Badakhshan, which covers around half the country, to avoid a descent into complete collapse.

"He is perfectly entitled to do that, since he understands that if he doesn't take complete control before the withdrawal of troops from Afghanistan, he could lose that half of the country," Zarikhin said.
