Mindy McCready also killed boyfriend's dog

Before she apparently shot herself, singer Mindy McCready also shot and killed her late boyfriend's dog, according to Cleburne County (Ark.) Sheriff Marty Moss.

Moss said Monday that the dog's body was found Sunday, next to McCready on the front porch of a home in Heber Springs, Ark. Two other dogs at the home were reportedly uninjured.

"Based on what we have found at the scene at this time, we do believe that she took the life of the dog that we are being told by family members belonged to (David) Wilson before she took her own life," Moss said.

Wilson, a record producer and father of McCready's youngest son, Zayne, died of a gunshot wound at the same home in January. His death is still being investigated.

Fox News cites an anonymous friend of McCready's saying of the dog's death. "Mindy really loved her dog and that would not have been an act of malice at all. It would have been more of a case where she just didn?t want to leave the dog alone."

McCready, 37, had battled substance abuse and was arrested several times.

?As sad as it is, (her apparent suicide) didn?t come as a major shock, because she?s just been battling demons for so long, Billy McKnight, McCready?s ex-boyfriend and the father of her 6-year-old son, told TODAY on Monday. ?I was around her when she attempted suicide twice, so I knew it was in her.?

It was earlier reported that McCready's two young sons are in foster care.

Parties agree on the greatest president

Presidents Day fact: Historians generally agree that Abraham Lincoln was the greatest U.S. president.

President Obama seems to agree, too. He announced his first run for president from the steps of the state house in Springfield, Ill., and laced it with references to No. 16. Asked during a "fireside hangout" on Google+ what people should read to really understand his political philosophy, Obama pointed first to his own book, then directed people to the writings of Lincoln.

"I have to tell you that where I draw inspiration from is the writings of Lincoln, and I'm assuming you're a Republican," he told a questioner. "This was our first Republican president. But the core philosophy that he espouses, this sense that we are this nation that is built on freedom and individual initiative and free enterprise but there are some things we do in common together," he said.

Obama caught some flak in December of 2011, during a "60 Minutes" interview, for comparing his own accomplishments to those of other presidents.

"I would put our legislative and foreign policy accomplishments in our first two years against any president - with the possible exceptions of Johnson, FDR and Lincoln - just in terms of what we've gotten done in modern history," Obama said.

It is surely too soon to say how great, or not, President Obama's presidency will be. But as he embarks on his second term, his legacy will be a topic of great debate and subject to political perspective.

John F. Kennedy told the presidential biographer David Donald that rating presidents was a tricky business.

"No one has a right to grade a president - even poor James Buchanan - who has not sat in his chair, examined the mail and information that came across his desk, and learned why he made his decisions," Donald wrote in his biography of Lincoln.

While "President's Day," which was enshrined as a Monday holiday with the " Uniform Holiday Bill" signed into law by Lyndon Johnson in 1968, is more closely pegged to Washington's Birthday, Richard Nixon appears to have started the tradition of referring to it as Presidents Day and honoring all the presidents, even though some surely deserve less commemoration than others. Good thing for him, too, because he's the only president to resign in the face of impeachment.

How a person views a president's legacy might have a lot to do with his or her political perspective. George Washington and Abraham Lincoln transcend those preferences; Washington helped create the country and Lincoln helped keep it intact and end the stain of slavery. But others - Woodrow Wilson, who is considered great - might be more well liked by a liberal than Ronald Reagan, who would surely be preferred by a conservative.

Somebody on Wikipedia took the time to compile surveys of scholars and the general public about who was the best president. Lincoln was rated highest the most. His predecessor, James Buchanan, is often cited as one of the worst because he allowed the Confederacy to fester. Another contender is Warren G. Harding, who followed Woodrow Wilson's international activism with a hands-off approach and a corrupt cabinet.

Newt Gingrich is a history professor and a politician and while his own presidential aspirations came up short in the Republican primary last year, he also has some bipartisan ideas about who were the best presidents: Washington or Lincoln, he said through a spokesman.

But he has often spoken up about the greatness of Democrat Franklin D. Roosevelt, the longest-serving president who grew the federal government more than any other. When Gingrich reached some heights of Washington power in 1995 as speaker of the House, the first Republican to hold the position in 40 years, he gave some cross-partisan love to FDR, the same president many Republicans now blame for bloating the federal government.

In a speech to the House of Representatives, he outlined the need for spending cuts to balance the budget, which he thought should exempt Social Security. But he said Washington should not be afraid of cuts elsewhere. And he invoked F.D.R. to make that point:

"But let me say about everything else, whether it is Medicare, or it is agricultural subsidies, or it is defense or anything that I think the greatest Democratic president of the 20th century, and in my judgment the greatest president of the 20th century, said it right. On March 4, 1933, he stood in braces as a man who had polio at a time when nobody who had that kind of disability could be anything in public life. He was president of the United States, and he stood in front of this Capitol on a rainy March day and he said, 'We have nothing to fear but fear itself.'"

Elsewhere in that speech, Gingrich gave praise to Franklin Roosevelt for the style of his leadership, not his policies.

"The fact is that it was Franklin Delano Roosevelt who gave hope to a nation that was in distress and could have slid into dictatorship. Every Republican has much to learn from studying what the Democrats did right," Gingrich told the House of Representatives in 1995.

Top bishop expects new morning-after pill rules - The Local

Germany's leading Catholic said on Monday he expected Church guidelines for the morning-after pill to be relaxed so Catholic institutions nationwide can give the pill to rape victims.

Robert Zollitsch, Archbishop of Freiburg and head of the German bishops, told Bavarian broadcaster Bayerische Rundfunk that it was possible ?if it becomes clear during the bishops' discussions that the morning after pill can be prescribed only to prevent conception as a result of rape.?

The spring meeting of the German Bishops' Conference is set to include the question of whether the morning after pill should be given to rape victims - last week the archbishop of North Rhine-Westphalia gave the state's Catholic hospitals and clinics the go-ahead to provide the drug to women who had been raped.

Zollitsch told Bavarian broadcaster Bayerischen Rundfunk it was possible ?if it becomes clear during the bishops' discussions that the morning after pill can be prescribed only to prevent conception as a result of rape.?

Two Catholic clinics in NRW came under fire in January after they refused to help a woman who had been raped - because they would have been required to give her information about the morning-after pill. Their reasoning was that their medical treatment of the woman could have ended a pregnancy, which is against Church doctrine.

The state's Health Minister Barbara Steffens then said that they had failed to offer the woman thorough medical treatment and that their decision had put the service available at NRW's Catholic health facilities into question.

Zollitsch also told regional radio S?dwestrundfunk the Trier conference would include discussion of child abuse scandals, the role of women in the church and the resignation of Pope Benedict XVI.

Zollitsch said that he expected a younger Pope to be elected into the Vatican. ?Most likely the new Pope will be under 70, or at least younger than the current one," he said.

Work starts on Seaside Heights, NJ, boardwalk

SEASIDE HEIGHTS, N.J. (AP) ? When Superstorm Sandy washed over this popular Jersey shore resort, water poured in through the heating vents and electrical outlets of Linda Polites' and Michael Riley's home. A 10-foot section of boardwalk slammed into the house as they fled to the attic. Hours later, they waded through armpit-deep water to a military truck, then headed to the first of five emergency shelters that have been their home since.

On Friday, they traveled from their current shelter to see the start of the reconstruction of the boardwalk in Seaside Heights, a town known worldwide from the MTV reality show "Jersey Shore."

"It's time to build new character," Riley said. "You don't lose your memories. It's time to make new ones."

Heavy equipment including a gigantic drill and a pile-driving machine were brought onto the sand in the south end of town Friday morning. They quickly began drilling holes in the sand and pounding wooden pilings into them, shaking the ground for blocks around.

It marked the beginning of a $3.6 million contract the borough awarded to rebuild the boardwalk. Mayor William Akers said the initial work ? restoring the boardwalk so that it can be walked on safely ? should be done by May 10. Railings, lighting and ramps will be part of a second contract that has yet to be awarded. The project is also likely to include a protective seawall, and cost between $6 million and $7 million, the mayor said.

"It's a huge day for us, a new beginning for the town," he said. "It's the culmination of a lot of hard work, starting with the rescues, the cleanup, the planning, culminating in the actual rebuilding of Seaside Heights."

The town's Jet Star roller coaster plunged off an amusement pier during the storm, coming to rest in the ocean as perhaps the most enduring image of Sandy. Plans still have not been finalized on how or when to remove it.

The entire length of the mile-long boardwalk is being rebuilt. It is the most famous of the numerous boardwalks destroyed by Sandy, known for its pizza and ice cream stands, its games of chance, arcades and bars with cheap beer specials.

Seaside Heights was famous long before MTV came to town, but Snooki, The Situation and Pauly D presented it to the world in a fist-pumping, hard-drinking blur. It angered some and delighted others until the show ended last year.

Michael Loundy, a real estate agent who rents out the house where the "Jersey Shore" cast lived while filming, could not overestimate the importance of getting the boardwalk back. (The cast's house was not seriously damaged in the storm.)

"This is a proud moment for all of us, after everything we went through with Sandy," he said. "We're excited about rebuilding. We loved Seaside the way it was and we'll love it again."

He said potential tourist want to know if Seaside Heights will be ready in time for vacation season.

"Our phones are ringing," he said. "People want to know: 'Is the town open? Will you be ready? Will the beach be ready?' We absolutely will be ready."

Credit union supports Gwinnett scholarship program

GWINNETT COUNTY, Ga. -- Peach State Federal Credit Union has given $10,000 to the Gwinnett County Public Schools Foundation scholarship fund.

The money will go to four scholarships awarded to exceptional Gwinnett high school seniors.

"I applaud Peach State Federal Credit Union for this effort," GCPS Foundation President David Seago said in a statement. "Gwinnett depends on the quality of the workforce, and it is a smart investment to help students achieve post-secondary success."

Chemistry trick kills climate controversy

Volcanoes are well known for cooling the climate. But just how much and when has been a bone of contention among historians, glaciologists and archeologists. Now a team of atmosphere chemists, from the Tokyo Institute of Technology and the University of Copenhagen, has come up with a way to say for sure which historic episodes of global cooling were caused by volcanic eruptions.

The answer lies in patterns of isotopes found in ancient volcanic sulfur trapped in ice core, patterns due to stratospheric photochemistry. Their mechanism is published in the highly recognized journal PNAS.

Better history through atmospheric chemistry

Matthew Johnson is an associate professor at the Department of Chemistry, University of Copenhagen where he studies chemical mechanisms in the atmosphere. He is thrilled at the prospect of giving a more precise tool to historians studying cold spells.

"Historical records are not always so accurate. Some may have been written down long after the fact, or when a different calendar was in use by a different culture. But the chemistry does not lie", says Johnson.

Method reads height by analyzing effect of sunshine

Powerful volcanoes can shoot gases through the atmosphere and high into the stratosphere where it can affect climate globally for a year or more. Less powerful eruptions can also have powerful impacts, but only locally, and for shorter times. And here's the trick. High plumes spend longer in the harsh sunlight of the stratosphere, and that changes the chemical signature of the sulfur in the plume. The balance of various isotopes is changed according to very precise rules, explains Mathew Johnson.

"Using our method we can determine whether a given eruption was powerful enough for the plume to enter the stratosphere affecting global climate. If we can find material from ancient eruptions it can now be used to give an accurate record of global volcanic events extending many hundreds of thousands of years back in time.", says Johnson.

Clue to fires found in ice

Strangely, the best place to look for traces of the fiery events is in ice. Tracking climate history is performed on cores drilled from the ice shields of Greenland and Antarctica. Much like tree rings, the snows of each year is compacted into a layer representing that year. As you go further down in the borehole, you descend into deeper history.

If volcanic material shows up in a layer, you know there was an eruption in that year. Using the method developed by Johnson and his colleagues it is now possible to analyze exactly how powerful a given eruption was.

"With the sulfur isotope method, we now have a way to prove whether a given eruption was so explosive that it entered the stratosphere, affecting global climate and civilizations, or, whether a given eruption was confined to the troposphere and local in its effects" says Johnson and goes on: "There are many controversial eruptions. The Mediterranean island of Santorini blew apart and caused the end of the Minoan culture. But there is a huge debate about when exactly this occurred. 1601 was the 'year without a summer' - but nobody knows where the volcano was that erupted. There's debate over whether there was an eruption on Iceland in 527, or 535, or 541. The sulfur isotope trick is a definite method to solve debates like this and get the most information out of the ice core records" Says Matthew Johnson.

Global collaboration crucial to get results

Denmark has absolutely no volcanoes. So revealing the mechanism required the very different talents of two groups practically on opposite sides of the globe, explains Johnson.

"The Tokyo Institute of Technology specializes in analysis of the patterns of sulfur isotopes found in samples in nature, and was able to synthesize the isotopically labelled samples. The University of Copenhagen has a strong group in atmospheric chemistry and spectroscopy; the laboratory measurements were carried out in Copenhagen. Together we were able to do the experiments and build the atmospheric chemical model that demonstrated the stratospheric photoexcitation mechanism", concludes Johnson.

Frank Ocean 'runs' in 'Forrest Gump'

Frank Ocean had a big night at the Grammy Awards on Sunday, leaving fans with one of the most memorable performances of the night as he donned a retro look and pretended to run in place while singing "Forrest Gump."

The singer performed his song in a stripey headband and lemon yellow blazer, his legs hidden behind a giant screen that projected a record image of his legs running, in what seemed to be an homage to the iconic Tom Hanks movie role. Fans likened the look to Luke Wilson's scruffy tennis player Ritchie Tenenbaum in the Wes Anderson classic "The Royal Tenenbaums."

Some fans compared the look to a Wes Anderson movie.

While some mocked Ocean for the performance stunt, others took to social media to express their support for the singer, who revealed on his blog last year that he had been in love with another man. "Forrest Gump," which includes the lines "Runnin on my mind boy," has been interpreted as a love ballad that reveals Ocean's sexuality.

Pentagon extends benefits to same-sex military families

Departing Secretary of Defense Leon Panetta extended Monday a list of benefits ? all previously denied by the Pentagon???to the same-sex spouses of service members as well as to the unmarried partners of gay troops.

The perks, automatically available to heterosexual military spouses, will include hospital child care services, hospital visits, and the issuing of military ID cards, which will give same-sex spouses and partners access to on-base commissaries, movie theaters and gyms. The policy changes will go into effect once training on the new rules is completed, Panetta said.

While advocates for gay and lesbian service members and their families hailed Panetta?s policy switch as ?substantive? and ?encouraging,? the federal Defense of Marriage Act (DOMA) still blocks the DOD from enacting more than 85 other benefits now provided to heterosexual military spouses and their children ? most notably medical and dental care, housing allowances, and death benefits.


Also, as NBC News reported Feb. 4, that same federal law mandates that when a gay service member is killed in combat, military officials must first notify that troop?s blood family, not their spouse, as is normally the course of action.?

Panetta said DOMA is ?now being reviewed by the United States Supreme Court" ? and he offered his first clear signal that the Pentagon wants that law overturned.

?There are certain benefits that can only be provided to spouses as defined by that law,? Panetta said. ?While it will not change during my tenure as secretary of defense, I foresee a time when the law will allow the department to grant full benefits to service members and their dependents, irrespective of sexual orientation. Until then, the department will continue to comply with current law while doing all we can to take care of all soldiers, sailors, airmen, marines, and their families."

Same-sex advocates have been pushing the DOD to extend full benefits to the spouses and partners of all U.S. service members since the repeal 17 months of ago of the ?Don?t Ask, Don?t Tell? policy which prohibited gay troops from revealing their sexual orientation.

?At the time of repeal, I committed to reviewing benefits that had not previously been available to same-sex partners based on existing law and policy,? Panetta said. ?It is a matter of fundamental equity that we provide similar benefits to all of those men and women in uniform who serve their country ...

?Taking care of our service members and honoring the sacrifices of all military families are two core values of this nation. Extending these benefits is an appropriate next step under current law to ensure that all service members receive equal support for what they do to protect this nation."

Advocates for gay and lesbian service members and their families praised Panetta?s policy shift although they said that the move is not groundbreaking due to the DOMA legal blockade.

?Secretary Panetta?s decision today answers the call President (Barack) Obama issued in his inaugural address to complete our nation's journey toward equality, acknowledging the equal service and equal sacrifice of our gay and lesbian service members and their families,? said Allyson Robinson, an Army veteran and executive director of OutServe-SLDN, an association of actively serving lesbian, gay, bisexual and transgender U.S. military personnel with more than 50 chapters and 6,000 members.

?We thank him for getting us a few steps closer to full equality ? steps that will substantively improve the quality of life of gay and lesbian military families,? Robinson said.

The American Military Partner Association (AMPA), a support network for LGBT military families, released the following statement today in response to Panetta's announcement:?

?We?ve waited far too long for this, and it?s fantastic news that our dedicated military families will now have access to some of the benefits and support services they need and deserve,? said Stephen Peters, the group's president. ?However, (DOMA)? continues to undermine our military families who sacrifice so much for our nation. This summer, we hope that the Supreme Court will make it clear that our families are just as important and deserve the same protections, benefits, and support that federal recognition brings.?

To offer the new benefits to partners, DOD will ask gay and lesbian service members to sign a ?Declaration of Domestic Partnership? in which they will attest that they are in a committed relationship, and intend to remain so indefinitely, and that neither is legally married, according to OutServe-SLDN.

The changes will take ?several months to complete, Pentagon officials said. The extra time is needed so that military leaders can offer a chance for the public to comment on the new rules and also to allow an opportunity for each of the branches to update its IT system, develop new processes for issuing ID cards, and train their personnel on the refreshed benefits package.

Panetta did stop short on offering a full slate of benefits that gay advocates have been requesting for two years: on-base housing and burial at Arlington National Cemetery and other items that don?t fall under DOMA, according to OutServe-SLDN. (The organization?s lawyers drafted an explanation?outlining the policy shift for gay service members and their families.)

DOD officials have explained to OutServe-SLDN that ?policy for burial at Arlington National Cemetery is under review. At issue is how to verify eligible same-sex relationships for the surviving spouse in order to ensure equitable policy implementation."

Chinese astrologer welcomes turbulent Year of the Snake

BEIJING -? Chinese New Year is just days away and, as hundreds of millions of people across China head back home in record numbers to ring in the Year of the Snake, many are eager to see what lies ahead.

Enter the Feng Shui master.

Though some in China see Feng Shui and astrological horoscopes as a fun novelty exercise in mysticism, for others Feng Shui masters are an essential consultant on any and all matters -? whether they be financial, political or romantic.

Some trusted experts are reputed to pull in tens of thousands of dollars in commissions for each consultation from superstitious individuals and even companies wanting to peer into their murky futures.

Feng Shui master Chen Shuaifu?s credentials are top-notch.

The 60-year old has been a stalwart of the industry for years and serves as chairman of the Chinese Feng Shui Association, which has more than 50,000 members.

In 2012, Chen gave us his predictions for the Year of the Dragon, which included an auspicious year for those born in the Year of the Snake -- such as 1929, 1953, 1977 and 2001 -- like Xi Jinping, born 1953, who has since risen to head of the Communist Party and will formally become president of China at next month?s National People?s Congress.

He also urged those born in the Year of the Dog -- including 1958, 1982 and 2006 -- to postpone life decisions, small consolation to Rick Santorum, born 1958, whose presidential campaign folded last year.

Chen has been fielding calls all month from believers to get his thoughts and predictions for 2013.

Bad news for pigs
Getting the bad news out of the way right off the bat, Chen predicted a terrible year for those born in the Year of the Pig, which fell on 1959, 1983 and 1995, among other years.?

?Snakes and pigs clash and don?t get along,? Chen explained. ?If the pig doesn?t have bad luck, then his or her family will suffer the ill fortune.?

A year after he predicted the Year of the Dragon would be a prosperous year for snakes -- ?snakes grow up to become dragons,? Chen sagely told NBC News last year -- this time he forecast a down year for serpents.

Traditionally, one does not have good luck in the year of his Chinese astrological sign.

Ever the politician, though, Chen predicted that the snake?s poison would not fell Xi.

?The emperor is not affected by this bad luck,? noted Chen.

For pigs and every other snake except Xi, Chen strongly urges that they consult a Feng Shui master and consider dedicating a part of their home to Tai sui, celestial generals appointed by the Jade Emperor -- the ruler of heaven and all other realms -- to oversee the matters of mankind.

Perhaps most ominously for some, Chen declared 2013, the ?year of the widow? warning that many ?marriages will die? and that the divorce rate will be higher than normal.

To counterbalance the dark negativity surrounding troubled marriages, Chen recommended that homes be decorated in red as much as possible.

?In China, a city develops faster if it has more red colors,? Chen said, ?It is the same all over the world. So try to use red colors as much as possible.?

Good times for roosters, monkeys
Despite his ominous predictions for current marriages, Chen had good news for those planning to get married: Do it.

?Tradition and experience tells us that it?s good to get married on the year when China changes leaders,? Chen said. ?It is also a good time to have babies if you are planning.?

Others poised for a good year are those born in the Year of the Ox -- ?such as 1961, 1973, 1985 and 1997; Rooster -- including 1933, 1957, 1981 and 2005; and Monkey -- such as 1956, 1968, 1980 and 1992. The monkey is said to be the only animal clever enough to handle the snake.

And for entrepreneurs looking for the next big thing to invest in, Chen strongly urged them to look at Internet companies.

?The most successful businesses this year will be e-business,? he said. ?Think Alibaba or Amazon.?

Chen made a range of other predictions for 2013, including:

  • 2013 should bring rapid economic development for China with GDP growth of 9%. Like last year, though, Chen has little faith in the mainland?s real estate market, despite signs that it?s heating up again.
  • Sino-U.S. relations will be healthier than many people expect. ?It?s hard to hurt America and it?s even harder to hurt China,? says Chen, who doesn?t expect either country will want to test that belief.
  • Ever the nationalist, Chen predicted peace between China and Japan over the Diaoyu/Senkaku islands dispute, but not for the reasons you may think: ?If Japan dares to fire the first bullet, China has the power to fight against it until China recaptures the Diaoyu islands,? Chen declared. ?So everything will be quite smooth between Japan and China.?

France, Britain promise punishment in horsemeat scandal

PARIS/LONDON (Reuters) - The French and British governments promised on Saturday to punish those found responsible for selling horsemeat in beef products at the heart of a growing scandal that started in Britain but is quickly spreading to France.

French Consumer Affairs Minister Benoit Hamon said an investigation had found that the horsemeat had originated in Romania, although there were links with French, Dutch and Cypriot firms and a factory in Luxembourg.

British environment minister Owen Paterson said more cases of contaminated food could emerge as British retailers conducted tests for horsemeat on processed beef products. The scandal threatens to affect consumer confidence in Europe's giant food industry, with pressure rising for greater checks.

The British unit of frozen foods group Findus began a recall this week of its beef lasagne from retailers on advice from its French supplier, Comigel, over concerns that some packs contained high levels of horsemeat.

Findus France said it too had recalled lasagne and two other products after discovering that they included horsemeat from Romania rather than beef from France as it had thought.

Hamon said an EU-wide alert had been sent out and that it was not yet clear whether there had been an intentional fraud or the meat had been sold as beef by accident.

"I can assure you that, whether it's a question of negligence or direct responsibility, there will be sanctions," Hamon said on iTele television.

LEGAL COMPLAINT

Findus France Director General Matthieu Lambeaux said in a statement the company would file a legal complaint on Monday.

"We thought we had certified French beef in our products. But in reality, we were supplied with Romanian horsemeat. We have been deceived," Lambeaux said.

Hamon said a Luxembourg factory had been supplied by the French firm Poujol, which had bought the meat frozen from a Cypriot trader, who in turn sub-contracted the order to a Dutch trader supplied by a Romanian abattoir.

However, Findus's supplier Comigel, a frozen foods producer based in eastern France, told a newspaper it had bought the meat from another French company, supplied from a Romanian abattoir.

Romanian authorities said they would punish any violations if the reports were confirmed.

"The agriculture ministry and food safety authority will try to identify as soon as possible whether the (meat) comes from Romania. If legislation was broken, they will punish such practices that damage the image of the entire industry," Romania's agriculture ministry said.

In Britain Findus said it believed the contamination was deliberate.

"The early results from Findus UK's internal investigation strongly suggests that the horsemeat contamination in beef lasagne was not accidental," it said.

Findus's product recall was followed in Britain by supermarket chain Aldi, which withdrew two frozen beef products supplied by Comigel after they tested positive for horsemeat.

Paterson summoned Britain's leading food retailers and representatives of food processors to an emergency meeting at his office in London on Saturday to discuss the crisis.

He said participants were determined to get to the bottom of a scandal which he said was either caused by "gross incompetence or what I suspect is an international criminal conspiracy".

Britain's government is under pressure to appear on top of the scandal, which comes less than a month after supermarket chain Tesco and fast food outlet Burger King found horsemeat in beef burgers from an Irish supplier.

Britons generally do not eat horsemeat, regarding its consumption as a quirk of French appetites. However, the meat has also fallen out of favour with consumers in France.

Sprint posts big 4Q loss, revenue rises

NEW YORK (AP) ? Sprint Nextel Corp., the country's third largest wireless carrier, on Thursday said it lost $1.3 billion in its fourth quarter, about the same as a year ago, as it revamped its network for a comeback versus bigger competitors.

The company's focus, and that of its investors, is on its long-term turnaround efforts rather than on short-term results. Sprint is selling 70 percent of itself to Japanese carrier Softbank Corp. for $20 billion. That deal is expected to close this summer, and provide long-ailing Sprint with a much-needed infusion of capital.

With Softbank's backing, Sprint has struck a deal to buy out the other shareholders of Clearwire Corp., which operates a wireless data network. That should give Sprint more space on the airwaves and allow it to offer high broadband speeds.

The Overland Park, Kan., company lost 44 cents per share in the October to December period versus 43 cents per share in the previous year.

The loss was slightly smaller than analysts had predicted. The average Wall Street forecast as polled by FactSet was 46 cents per share.

Revenue was $9 billion, up 3.2 percent from a year ago as customers converted from regular phones to higher-paying smartphone. It was slightly above analyst expectations at $8.9 billion.

Sprint activated 2.2 million iPhones in the quarter, a record for the company, reached with the help of the new iPhone 5. The figure is far below those posted by bigger competitors AT&T and Verizon Wireless, but helps Sprint keep subscribers. It still lost a net 243,000 customers on contract-based plans in the quarter, as subscribers kept streaming off the Nextel network, which Sprint is shutting down.

Sprint shares slipped 2 cents to $5.75 in premarket trading.

The Economics Behind the Monopoly Board Game

Monopoly has been much in the news lately?not because the Obama Administration has suddenly assumed the guise of a vigorous anti-trust cop (fat chance!), but because the toy company Hasbro is making a conspicuous change to its flagship board game. In a contest held on Facebook over the past month, Hasbro invited the public to decide the fate of one of Monopoly?s classic tokens?the little metal figurines that represent each player on the game board. After more than 10 million votes poured in from fans in 120 countries around the world, the firm announced yesterday that, by will of the people, the old flat iron would be replaced with a new token in the form of a cat.

But what does Monopoly actually mean to all those millions of voters, aside from being a perennial diversion for families forced to endure rainy summer days indoors? Last fall an article in Harper?s magazine by Christopher Ketcham examined the peculiar history of Monopoly, a game that has, over the past 110 years, been periodically repurposed to teach a number of often conflicting lessons about economics.

As Ketcham explains, the earliest version of Monopoly was designed in 1903 by a Maryland actress named Lizzie Magie as a vehicle for popularizing the ideas of Henry George, a now largely forgotten 19th century political economist whose thoughts on remedying inequality in an industrial society were embraced by such contemporaries as Mark Twain, John Dewey, and Leo Tolstoy. In the game?s original version, players could choose to behave like monopolists and drive their adversaries to financial ruin?an outcome whose perniciousness Magie took to be self-evident?or they could agree to cooperate with each other, pay rent into a common pool, and achieve an arguably happier shared prosperity. Monopoly was deeply anti-monopolist.

As the game evolved, though, subsequent iterations cast aside the communitarian cooperative option. This was certainly the case with the version patented by Charles Darrow, ?an unemployed steam-radiator repairman and part-time dog walker from Philadelphia? who sold the game to Parker Brothers in the mid-1930s. From that point on, the game came to teach a rather different economic lesson. What had started out as a cautionary tale against the evils of unbridled capitalism became a diversion from the trauma of the Great Depression, and then a parlor game where clever children could end up owning their parents. What?s more, as the game made its way around the world, its message varied.

When I was a college student in Vienna in the late 1960s, my friends and I played a German edition of Monopoly that was of post-World War II vintage. In lieu of Park Place and Boardwalk, the game featured properties ranging from the proletarian Badstrasse to the plutocratic Schlossallee. From time to time, you?d be unlucky enough to draw a card bearing the stern order: Gehen Sie in das Gef?ngnis (Go to Jail).

What was especially intriguing about this version of the game was a twist in the rules that made it singularly conducive to rampant inflation. By collecting rents and other cash awards (such as for merely passing ?Los?), some players inevitably amassed huge fortunes, enough to dry up all the available Deutschmarks.

To continue playing, it became necessary to convert smaller bills into much larger units of currency in order to maintain liquidity. One-mark notes would be re-denominated into scrip as large as 100,000 marks. In effect, the bank lost control of the money supply. It was Weimar all over again.

I?ve since wondered if we had simply misinterpreted the rules or whether this version of the game had instead been deliberately rigged by postwar German authorities to instill in young players the virtues of conservative economic and fiscal policies. Perhaps this helps explain the exaggerated sense of alarm with which contemporary Germans react at the meagerest hint of inflation.

So what economic lesson does today?s edition of Monopoly impart? For his Harper?s article, Ketcham had a conversation with Richard Marinaccio, the 2009 U.S. national Monopoly champion, who explained the game this way:

?Monopoly players around the kitchen table??which is to say, most people??think the game is all about accumulation,? he said. ?You know,?making a lot of money. But the real object is to?bankrupt your opponents as quickly as possible. To have just enough so that everybody else has nothing.? In his view, Monopoly is not about unleashing creativity and innovation among many?competing parties, nor is it about opening markets and expanding trade or creating wealth through hard work and enlightened self-interest, the virtues Adam Smith thought of as the invisible hands that would produce a dynamic and prosperous society. Instead, it?s about shutting down the marketplace? The initial phase of competition in Monopoly, the free-trade phase that happens to be the most exciting part of the game to watch, is really all about obliterating free trade and annihilating competition in order to replace it with monopolistic rent-seeking.

Ah, so that?s why it?s so much fun to play on a snowy afternoon.
